EDWARDS CONTRACT UPHELD JUDGE REJECTS PROTEST TO TEST-RANGE AGREEMENT.

EDWARDS AIR FORCE BASE Edwards Air Force Base, U.S. military installation, 301,000 acres (121,805 hectares), S Calif., NE of Lancaster; est. 1933. It is one of the largest air force bases in the United States and has the world's longest runway.  - A federal claims court judge dismissed Computer Science Corp.'s claim that the Air Force erred when it awarded a $1.7 billion, 15-year test range support contract to another company.

Judge Bohdan Futey rejected on Wednesday the claim by CSC contesting the contract awarded in June to JT3, a Nevada partnership. Details of the protest are unknown because it was filed under seal.

The dismissal of the claim removes a cloud of doubt hovering over a contract that affects almost one-fifth of Edwards Air Force Base's contractor work force.

``We're glad to be out of limbo,'' said Skip Anderson, chief engineer for JT3.

A spokesman for CSC said company officials had not yet seen the judge's ruling and could not comment.

JT3 was originally scheduled to take over the work at Edwards Air Force Base and elsewhere Oct. 1. Because of the protest, that date had been pushed back on two occasions because of the uncertainty of when a ruling would be made. The likely start date is now Feb. 1.

Under the contract, JT3 will provide support services support services Psychology Non-health care-related ancillary services–eg, transportation, financial aid, support groups, homemaker services, respite services, and other services  for Edwards' Air Force Flight Test Center, the Nevada Test and Training Range The Nevada Test and Training Range (NTTR) is a training facility of the United States Air Force located in the desert of southern Nevada in the United States. It is the largest of its kind in the US, 4687 sq. mi. , the Utah Test and Training Range Coordinates:

, and the Navy's Electronic Combat Range at China Lake.

JT3 will provide operations and maintenance, engineering and technical services for instrumentation, communications and data system.

JT3 will also provide hardware and software support; modeling, simulation and training; equipment modifications; information technology; test planning; scheduling and execution; and data collection, reduction and analysis.

The partnership has offered employment to about 900 of CSC's 1,000 Edwards workers. Because of the court filing, JT3 had to make the job offers contingent upon Adj. 1. contingent upon - determined by conditions or circumstances that follow; "arms sales contingent on the approval of congress"

JT3 also hired about 150 of CSC's workers in Utah.

JT3 is a limited liability corporation formed by EG&G Technical Services and Raytheon Technical Services Co.

EG&G operates military ranges and facilities in New Mexico New Mexico, state in the SW United States. At its northwestern corner are the so-called Four Corners, where Colorado, New Mexico, Arizona, and Utah meet at right angles; New Mexico is also bordered by Oklahoma (NE), Texas (E, S), and Mexico (S).  and Arizona and has base operations support contracts in Texas and Alabama. Raytheon provides technical, scientific and professional services (job) professional services - A department of a supplier providing consultancy and programming manpower for the supplier's products.  for the military, other arms of the federal government and private companies.
