After 40 years of struggle, the Valley has finally won the right to self- determination. Testing City Hall

Because City Councilwoman Wendy Greuel's borough plan is too vague and takes too long to implement, it has no chance of derailing secession. But it should fuel a long overdue debate on the city's future.
