With a dwindling force, the LAPD is cannibalizing its own ranks by taking cops away from special units to put them on the streets. Now city officials think that a hokey ad campaign will save the department.

The good news is that Caltrans is finally fixing the bottleneck on the 101-405 interchange. The bad news is that at Caltrans' pace, the project will take seven years - and by then, with more people on the road, traffic won't be any better.
