Don't kill the messenger

It's not the test's fault that so many students have done poorly on the state's high school exit exams. The test is just a tool, and dumping dumping, selling goods at less than the normal price, usually as exports in international trade. It may be done by a producer, a group of producers, or a nation.  the exam before it's given a chance to succeed is a bad idea.
