Sane reaction

NIMBYism is a sane reaction to powerlessness. A semi-polite way of saying a judge is inconsistent or erratic.  decisions came down from City Hall.

Security concerns

Once again, officials in L.A. City Hall find themselves short on cash to fulfill their responsibilities to the public, and, once again, they're making up for it by raiding the Department of Water and Power.
