The resignation of Leland Wong from the Los Angeles Department of Water and Power The Los Angeles Department of Water and Power (LADWP) is the largest municipal utility in the United States, serving 3.9 million residents in 2006. City Controller Laura Chick has done yeoman's work identifying waste and abuse in City Hall. In fact, she's probably done too good a job, which is why the the old boys downtown are doing their best to ignore her.
