Back in November, Gov. Gray Davis proposed slashing slash·ing

 budget. It was an easy target, as gunshot victims and survivors of auto crashes don't have lobbyists and special-interest groups to speak up for them in back rooms.

But enough ordinary Californians and a bipartisan group of state legislators registered their complaints, and now Davis is backing down from his plan to cut the funds.

But elections come only every four years, so the bad news is that trauma care likely will remain in dire trouble. That's largely due to the fact that the health care system is so badly broken and so many Californians aren't insured.
