EDITORIAL THREE FOR WATER AGENCY.


THE 11-member Castaic Lake Castaic Lake is a lake on Castaic Creek formed by Castaic Dam, in northwestern Los Angeles County, California, near the town of Castaic. The 323,700 acre foot lake (399,000,000 m³) is the terminus of the West Branch of the California Aqueduct, though some comes from the 154 mi²  Water Agency board has spared no expense in its selndulgent excesses and displayed utterly no shame for its lack of judgment over the years.

Earlier this year, the Daily News detailed how the agency had treated high-priced consultants to lavish dinners and showered expensive gifts on workers and the agency's director.

Now the public has a chance to register its approval or disapproval with the way the public agency has been run. Three incumbents are squaring off Nov. 7 against seven challengers in the race for three seats on the board that oversees the Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  Valley's sole importer of water.

Division 1: Incumbent President Bill Cooper is being challenged for another term by Brian Roney, Loren Louthan, and Donald Gaskin gaskin

the muscular portion of the hindleg between the stifle and hock, corresponding to the human calf. The term is used in horses and sometimes dogs.

The Daily News endorses Roney, the general manager of a marine dealership and a water agency activist for the last eight years. He believes the way the board conducts business is flawed and supports more accountability.

Gaskin, president of the Princess Park Homeowners Association, is running on the same themes.

Division 2: Incumbent board member E.G E.G For Example . ``Jerry'' Gladbach, who's seeking his fifth term, is being challenged by Henry Schultz and Mark Baldwin ''Mark Baldwin may also refer to the baseball player. See Mark Baldwin (baseball).

Mark Lewis Baldwin is a computer game designer, most noted for his work on The Perfect General and Empire Deluxe.

The Daily News endorses Schultz, an Amgen engineer who's been endorsed by the Sierra Club Sierra Club, national organization in the United States dedicated to the preservation and expansion of the world's parks, wildlife, and wilderness areas. Founded (1892) in California by a group led by the Scottish-American conservationist John Muir, the Sierra Club  and League of Conservation Voters The League of Conservation Voters (LCV) is an independent, nonpartisan political advocacy organization that was founded in 1969 by the noted American environmentalist David Brower. . He believes the agency's bonded indebtedness is out of line, as is the agency's propensity to hire high-priced consultants who are wined and dined at public expense.

Division 3: Incumbent board member William Pecsi is being challenged by Phil Hof and Charles Vlavo.

The Daily News endorses Hof, a project engineer with Litton who is running in tandem with Schultz. He believes the board is not serving the public interest, conducts too much business behind closed doors and has no accountability and no regard for ratepayers.

Like Schultz, Hof said he is not anti-growth but he is for smart growth.

The bottom line is this: We think it's time for a big change on the board and recommend challengers - either the ones we endorse here or the others - over the incumbents.
