IT'S been more than 10 years since the filing of a civil lawsuit that eventually compelled the LAUSD LAUSD Los Angeles Unified School District (Los Angeles, CA)  to sign on to a federal consent decree A settlement of a lawsuit or criminal case in which a person or company agrees to take specific actions without admitting fault or guilt for the situation that led to the lawsuit.

A consent decree is a settlement that is contained in a court order.
 governing its handling of special education. And it's been a year since that consent decree was modified. Yet very little has changed.

Only the New York City Department of Education has a larger student population.  has made no progress toward reaching the decree's goals. In fact, on some levels, it's regressed.

With special-ed students making up 12 percent of the LAUSD's population - and an even larger share of its budget - the need for reform is great. But for Superintendent Roy Romer, who has been consumed with building new schools, special education seems a remote priority.

Clearly no amount of federal mandates or interference is going to get the LAUSD to adequately serve all its students. Consent decrees are no substitute for leadership.
