EXCEPT for a hard-fought congressional race in the 27th District, incumbent members of the House of Representatives from across the San Fernando Valley San Fernando Valley

Valley, southern California, U.S. Northwest of central Los Angeles, the valley is bounded by the San Gabriel, Santa Susana, and Santa Monica mountains and the Simi Hills.
 and neighboring regions enjoy wide support in their Nov. 7 races.

District 23: In District 23, Rep. Elton Gallegly Elton W. Gallegly (born March 7 1944), an American politician, has been a Republican member of the United States House of Representatives since 1987, currently representing the 24th District of California (map). , a Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  Republican, is being challenged by Michael Case, the Democratic candidate from Ventura; Roger Peebles, the Libertarian candidate from Simi Valley; Stephen P. Hospodar Hos´po`dar`

The Daily News endorses Gallegly. He continues to be committed to his constituents.

District 24: In the 24th District, which stretches from Sherman Oaks to Thousand Oaks, the Daily News endorses incumbent Rep. Brad Sherman, a Democrat from Woodland Hills.

Sherman is being challenged by Republican Jerry Doyle, a Woodland Hills actor; Libertarian Juan Carlos Ros, a Van Nuys businessman and executive director of the state Libertarian Party The Libertarian party was founded in Colorado in 1971 and held its first convention in Denver in 1972. In 1972 it fielded John Hospers for president and Theodora Nathan for vice president in the U.S. general election. ; and Natural Law candidate Michael Cuddehe of Laguna Niguel. (The law does not require candidates to live in the congressional district.)

Sherman, who's seeking a third two-year term, has been a responsive representative. Although his Republican challenger, Doyle, is better-financed than Ros or Cuddehe, he has little chance of mounting a serious campaign. And we see no reason for a change.

District 25: In the 25th District, covering the north San Fernando Valley, Santa Clarita Valley The Santa Clarita Valley is the valley of the Santa Clara River in Southern California. It stretches through Los Angeles County and Ventura County. Its main population center is the city of Santa Clarita. The valley was part of the 48,612-acre (19,672.  and Antelope Valley, which is solidly Republican, the Daily News endorses incumbent Rep. Howard P. ``Buck'' McKeon, a Santa Clarita Republican.

McKeon, who's seeking his fifth term, has been a strong advocate for keeping Plant 42 in Palmdale alive with new defense contracts and for developing the Palmdale Airport as a regional alternative to LAX.

He is being challenged by Democrat Sid Gold, a Granada Hills physician; Libertarian candidate Bruce Acker, a Chatsworth engineer; and Natural Law candidate Mews Small, a Littlerock actress.

Gold has solid Democratic backing, but he lacks the experience in politics to beat McKeon, who has worked well for his constituents.

District 26: Incumbent Rep. Howard Berman, in Congress since 1982, captured 85 percent of the primary vote and is running for re-election with no Republican opponent.

The Daily News endorses Berman.

Third-party candidates in the 26th District include Valley Village therapist David L. Cossak of the Natural Law Party, and Libertarian Bill Farley, director of communications Director of Communications is a position in the private and public sectors. The Director of Communications is responsible for managing and directing an organization's internal and external communications.  for Playboy. Farley said he was in the race not to win but to push the important issues and increase the Democratic process.

District 27: The 27th District has shattered spending records to become the nation's costliest congressional campaign, the $8 million fight between Democratic state Sen. Adam Schiff to unseat incumbent Rep. James Rogan, a House manager in President Clinton's impeachment impeachment, formal accusation issued by a legislature against a public official charged with crime or other serious misconduct. In a looser sense the term is sometimes applied also to the trial by the legislature that may follow. .

The Daily News endorses Rogan, although we had some concerns about his role in the impeachment process. Rogan has more well-defined plans on a host of issues, including education reform and saving Social Security.

Schiff, while a serious contender, has yet to offer a vision for the office and has presented few clear plans on solving some entrenched en·trench   also in·trench

U.S. Senate: Incumbent Democrat Dianne Feinstein enjoys a comfortable lead against Republican challenger Tom Campbell, a Silicon Valley congressman and Stanford University law professor.

The Daily News endorses Feinstein, who has earned respect in the Senate and who has remained a moderate representing Californian well.

Campbell is an intelligent, articulate moderate who may someday make a capable leader in the U.S. Senate. But this isn't the race or the incumbent he should have challenged.
