EDITORIAL IT'S NOHO'S TURN CITY LEADERS NEED TO GET ABOARD THE NEIGHBORHOOD REVIVAL EFFORT.


FOR all those who have scoffed at North Hollywood and made jokes at the expense of the Valley neighborhood more known for its "Pulp Fiction" location shots than for anything else, take another look.

Things are changing in the oft-derided East Valley neighborhood. And homeowners who get in now will be having the last laugh as they see their property values take off as their community the hippest thing since Silver Lake gets healthier.

How fast it happens depends much on the actions of the city leaders. If they play the same neglectful ne·glect·ful

 game as they did while Hollywood struggled toward redevelopment, it could be years. However, the plan for a $560 million mega-mall at the rundown Valley Plaza on Laurel Canyon Laurel Canyon can refer to several things:

City leaders plus redevelopment and transportation officials can change a lot of people's view of City Hall by providing North Hollywood with the kind of care and feeding that others have gotten. The foundation is already well in place with the end of the subway and busway at Lankershim, the NoHo Arts District showing vitality and the NoHo Commons live/work/shop district under way. And as one of the few areas still affordable to young working couples and families, this would be an endorsement that the city of Los Angeles

A successful NoHo rebuilding could serve as a model for other sections of the city. Next stop South Los Angeles South Los Angeles is the official name for a large geographic and cultural area lying to the southwest and southeast of downtown Los Angeles, California. The area was formerly called South Central Los Angeles, and is still sometimes called South Central. , a region long-starved for retail and commercial investment. Then, Lincoln Heights, a neighborhood with an enviably central location but shamefully little economic investment.

The investment in building vital neighborhood hubs is the secret of Los Angeles' future health. This sprawling metropolis will never have the sort of vertical density of Manhattan or Chicago. It's all about the neighborhoods.

And, right now, it's NoHo's moment.
