Many Angelenos have never heard of Bill Fujioka, the city's chief administrative officer A chief administrative officer (CAO) is responsible for administrative management of private, public or governmental corporations. The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive who served three mayors over the past seven years. And that low profile is a testament to his skill at guiding a city through some very rocky financial times. As CAO, it was Fujioka's job to keep the city's budget in the black.
