 flashy. If they are doing their job correctly, they don't get a lot of public attention. If they aren't, that's when they get the headlines.

Many Angelenos have never heard of Bill Fujioka, the city's chief administrative officer A chief administrative officer (CAO) is responsible for administrative management of private, public or governmental corporations. The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive  who served three mayors over the past seven years. And that low profile is a testament to his skill at guiding a city through some very rocky financial times.

As CAO, it was Fujioka's job to keep the city's budget in the black. This was no easy job in recent years as Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  city officials kept on spending big, whether or not there was enough revenue to pay the bills.

Fujioka has announced he's retiring by the end of the year. Best of luck to the outgoing CAO, who helped keep the city on a more or less even financial keel keel
