The millions of dollars that Los Angeles' public utility spends every year on nonwater or power programs has long been the source of frustration to those who hate government waste.

 rampant at the Department of Water and Power like the annual $28,000 it shells out to maintain a department choir. How much can it cost to sing in harmony?

Dodger sponsorships and Rose Parade floats were one thing, but $1.1 million for breast-feeding breast-feeding /breast-feedĀ·ing/ (brestĀ“fed?ing) nursing; the feeding of an infant at the mother's breast.  and parenting classes? That might be fine for a county public health program serving tens of thousands, but is scandalous MATTER, SCANDALOUS, equity pleading. A false and malicious statement of facts, not relevant to the cause. But nothing which is positively relevant, however harsh or gross the charge may be, can be considered scandalous. 4 Bouv.
