EDITORIAL DRUG-INDUCED HAZE.


THE reasoning behind the LAPD's loosening of prior drug-use restrictions for recruits earlier this year made a certain sense.

Chief William Bratton argued, reasonably, that many otherwise law- abiding and upstanding people experimented with illegal drugs in their youth. Indeed, the LAPD 1. LAPD - Link Access Procedure on the D channel.

But the reason behind tightening those new rules, as explained by police and city officials, isn't quite as clear. According to according to
