In an obvious attempt to give themselves some distance from Murphy, council members last week adopted drug-testing guidelines. To be clear: This is not a policy, but rather a voluntary program for random testing (programming, testing) random testing - A black-box testing approach in which software is tested by choosing an arbitrary subset of all possible input values. Random testing helps to avoid the problem of only testing what you know will work. . The results don't even have to be made public. It's understandable for the council to want to reassure the public that it's not a pack of wild druggies. But adopting a weak and somewhat disingenuous dis·in·gen·u·ous adj. 1.
