EDITORIAL DANGEROUS DOGS AUTHORITIES MUST CONSIDER NEW RESTRICTIONS ON DOGS THAT KILL.

URBAN dwellers in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County are not allowed to keep bears as pets. Nor are they allowed to open their homes to leopards, timber wolves or other animals that can kill.

And thank goodness. These animals are dangerous and generally understood to be better suited to life in the wild, or at least in cages, than side by side with humans.

Unfortunately, not all killer animals are banned from city streets. If they were, Blanca Garcia would not be mourning her baby, Cassandra, who was mauled to death by a family Rottweiler Rottweiler (rŏt`wīlər), breed of sturdy working dog developed from a Roman cattle dog introduced into S Germany more than 1,900 years ago. It stands from 21 3-4 to 27 in. (55.3–68. .

After the horrific mauling in Glendale, and the long list of other victims, it's time It's Time was a successful political campaign run by the Australian Labor Party (ALP) under Gough Whitlam at the 1972 election in Australia.  that would give cities and the county the power to enforce ``breed-specific'' bans is the first step. It may be that for L.A., ownership restrictions and punishment for owners is the way to go, but an outright ban such as has been enacted in Denver must be seriously weighed.

Dog lovers who oppose bans protest that dog attacks are ultimately the responsibility of the owners, and it's not fair to punish the dogs. The Society for the Prevention of Cruelty to Animals The Society for the Prevention of Cruelty to Animals (SPCA) is any of a number of animal welfare organisations whose operations include protecting and providing shelter to animals in danger.  in Los Angeles opposes the measure, Senate Bill 861, noting that most dogs are mixed breeds, which would make it difficult, if not impossible, to figure out which are subject to restrictions.

It will be a challenge, but certainly we have the expertise to come up with solutions that identify the most dangerous dogs and take them out of general circulation before any more children are mauled or killed.
