THE bill that gives Mayor Antonio Villaraigosa Antonio Ramon Villaraigosa (born Antonio (Tony) Ramon Villar, Jr. on January 23, 1953) is the mayor of Los Angeles, California. The bill in question would end the `dance of the lemons' -- the unspoken arrangement in which principals desperate to boot out bad teachers help them transfer to other schools by giving out recommendations.

What was notable about the bill was that it was quickly approved by the Democratic-controlled Senate and Assembly despite strong opposition from the California Teachers Association The California Teachers Association (CTA), initially established in 1863 as the California Educational Society, is by far the largest teachers' union in the state of California. It is considered by many to be the most powerful union in California. , a powerful union more interested in helping hack teachers keep their jobs than improving education.

 now awaiting Gov. Arnold Schwarzenegger's signature. Given the importance to reforming education, it's unthinkable he won't sign this bill into law.

No single reform could have a greater impact than getting bad teachers out of the classroom.
