EDITORIAL CABLE HARDBALL ADELPHIA CRACKDOWN WOULD SEND MESSAGE TO INDUSTRY.


ON Friday, Los Angeles' Information Technology Commission begins hearings that will determine how good - or how terrible - cable service will be in coming years.

. Though it has a large chunk of the city's viewers, it has a dismal record of shoddy service (nearly 2,000 customer complaints last year); it has not delivered promised investment in infrastructure or technology upgrades; and it stiffed the city for millions in franchise fees.

Yes, the company did just issue $6.1 million in refunds and rolled back illegal price hikes earlier this month. But now, Adelphia is telling customers that it plans to raise rates again shortly.

And the company wants another, automatic lucrative renewal?

, if no one else, is ready for a fight, saying that the city should initiate the formal process that would allow it to dump Adelphia, or at least open full examination of why the city should renew the contract with such a poor provider.

A formal process is quick and not cheap - it's an estimated year-long process. The only protection that the public has from bad cable providers is the city.

The cable companies must know that the city is serious about holding them accountable for providing the best service. That's not going to happen if they are rewarded for their poor service and improper conduct with another contract, and unless tough rules with tough penalties are imposed.
