City Attorney Rocky Delgadillo has filed conspiracy charges against the Animal Defense League-Los Angeles, charging that the group's ``protest'' activities have veered into the realm of the criminal.  them of that belief. To be sure, there are good, law-abiding people who are rightly passionate about improving the Los Angeles Animal Services Department. But the extremists are giving them a bad name, and their quasi-militant, uncivil ways are disrupting city government.
