As such, Hahn created the Mayor's Council for the Arts headed by philanthropist Eli Broad Eli Broad (born June 6, 1933) a native of Detroit, Michigan is a Jewish American billionaire who lives in Los Angeles, California. His last name is pronounced as rhyming with road.

Broad is well known for his philanthropy and extensive art collection.

This is exactly the right approach for funding a nonessential but clearly beloved city service in times of economic woe. The Zoo Department, for example, gets a substantial amount of funding from a nonprofit created just for that purpose. And business people certainly could teach elected officials a thing or two about fiscal prudence.

In fact, if this public-private partnership Public-private partnership (PPP) describes a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies. These schemes are sometimes referred to as PPP or P3.  works out, the mayor might consider using it as a model for other city departments.
