EDITORIAL A CRA TURNAROUND OVROM BEGINS TO RESTORE TROUBLED AGENCY.

LONG a symbol of much of what's wrong with city government, the Los Angeles Community Redevelopment Agency seems to have turned the corner.

According to City Controller Laura Chick, the agency has responded positively to a series of audits, making much-needed reforms to improve accountability and efficiency.

Credit, no doubt, goes to Robert ``Bud'' Ovrom, the former Burbank city manager who has run the CRA for the past two years. That he has won the approval of Chick - a vigilant city watchdog who takes her work seriously - is both a testament to his leadership and a hopeful sign for the future of the CRA.
