EDITORIAL : THE L.A. SOLUTION; A BEFUDDLED PLAN THAT SOLVES NOTHING AND ANGERS EVERYONE.


HERE's a great ``Who Wants to be a Millionaire'' question: What do you call a solution that angers all parties and that not only doesn't solve the problem but actually serves to make matters worse?

A. The L.A. solution.

Before the Department of Airports gives its final answer for Van Nuys Airport Van Nuys Airport (IATA: VNY, ICAO: KVNY, FAA LID: VNY) is a public airport located in Van Nuys, California in the San Fernando Valley, within the Los Angeles city limits.  to cut down on jet noise, we urge officials to use a lifeline life·line

It's taken 10 years for the department to introduce a proposal to allegedly limit noise.

A good compromise requires everyone to give up something in order to resolve a dilemma but gives them enough they can live with.

But the plan to cut jet noise at Van Nuys Airport appears to provide no real solutions and solves nothing because it phases out older jets in such a haphazard hap·haz·ard

So the next question is, Who has it helped?

Certainly not the area residents who claim the solution is essentially meaningless and does nothing to alleviate Alleviate

And the other major party in the dispute, major airport tenants, claim the proposal to limit the number of noisy Noisy is the name or part of the name of six communes of France:

When the two most important constituencies are completely unhappy and when both sides agree the proposal would actually increase noise, then obviously no one is at the controls and flying the plane.

Perhaps the Department of Airports is the wrong agency to resolve this issue. The department did a terrible job in the past of managing the situation. It never tried to establish a relationship with the community. It treated business owners with disdain and homeowners with contempt.

Naturally, under those conditions, it would be hard for either side to come to the table and trust the negotiator.

This is one time the City Council should become involved. Instead of approving an ordinance A law, statute, or regulation enacted by a Municipal Corporation.

An ordinance is a law passed by a municipal government. A municipality, such as a city, town, village, or borough, is a political subdivision of a state within which a municipal corporation has been
 that makes matters worse, the council should focus its mind long enough to understand problems and provide leadership that's been lacking.

What's also lacking is a comprehensive airport plan for the entire region. Perhaps all parties could find some common ground if everyone understood what the plan was for LAX, Palmdale, Burbank and Van Nuys for 10 to 20 years from now.

L.A. needs to map out a comprehensive flight plan, and stop flying by the seat of its pants.
