EDITORIAL : THE GAME IS UP; BURBANK COUNCIL SHOULD MAKE A DECISION ON AIRPORT TERMINAL SITE SOONER RATHER THAN LATER.

The council, which was granted the power to approve the development plan by a court, faces a crucial decision, and City Manager Bud Ovrum said it will take four months to make a decision of this magnitude.

Opponents of airport expansion can take satisfaction in killing the Lockheed property as a site for the new terminal by taking their time. But it won't stop the fight over expansion or building a new terminal on land the airport already owns.

The council should make a decision - up or down - within the 30-day limit on whether the Lockheed site or the airport land is best for a new terminal, which will inevitably be built. It is inevitable because of safety concerns and because the prosperity of Burbank and nearby communities requires a first-rate facility to attract business and create jobs.

It also is time for the leadership of Glendale and Pasadena to decide what's good for the airport, and that means building a quality terminal with proper safeguards - and respecting the people of Burbank who suffer the noise, traffic and pollution associated with the airport.

By wavering on the purchase of the property, the Burbank City Council is jeopardizing the success of one of its greatest assets.

The cities of Glendale and Pasadena have the ability to help make the decision more palatable pal·at·a·ble

By denying the expansion, the airport will be forced to build a new terminal on the existing property and condemn To adjudge or find guilty of a crime and sentence. To declare a building or ship unsafe for use or occupancy. To decide that a navigable vessel is a prize or is unfit for service.  businesses that lease buildings. The result will be a loss in tax revenue for the city.

And all along the way, millions of dollars of public money will go down the drain for lawyers, public relations public relations, activities and policies used to create public interest in a person, idea, product, institution, or business establishment. By its nature, public relations is devoted to serving particular interests by presenting them to the public in the most  consultants and meaningless games serving no one.

Burbank should take a deep breath, get down to work and make a decision sooner, rather than later.
