EDITORIAL : LET IT RIDE; DAVIS HAS NO CREDIBILITY IN IMPLEMENTING ``THE WILL OF THE PEOPLE''.

WE have a new shooter at the Proposition 5 craps craps: see dice.

Caution: Is democracy on the line?

Davis gambled away his credibility over Proposition 187, jumping in to short-circuit the process and engineer a political settlement to an issue that should have been decided by the courts.

Now that the state Supreme Court has ruled Prop. 5, the Indian gaming initiative, unconstitutional, Davis wants to convince the 63 percent of voters who approved the measure that he miraculously has succumbed to their seductive se·duc·tive

Citing the overwhelming voter approval, Davis pledged to ``work diligently to find a constitutionally acceptable means of implementing the people's express

Why should anyone believe Davis will be true to voters and diligently look after the best interests of the state as a whole? Especially when so much money is on the table?

Nearly $100 million was spent last year on the Prop. 5 campaign, with a large portion of that money given by supporters directly to the Democratic Party and Democratic politicians.

But Davis also owes his soul to unions. And the Hotel and Restaurant Employees and Bartenders International Union hates Indian gaming. Why?

Because tribes bitterly fought unionizing casino employees. The union, in fact, was the plaintiff in the suit that the Supreme Court decided Monday.

So who's going to trust a shooter playing with loaded dice dice with one side made heavier than the others, so that the number on the opposite side will come up oftenest.

Apparently not the tribes, who anticipated Monday's court ruling on a ballot measure that was always legally suspect. They are planning a new initiative on the March ballot to change the constitution and allow Nevada-style gaming, including slot machines and blackjack blackjack, one of the world's most widely played gambling card games; also known as twenty-one or vingt-et-un. So it appears the highly popular, hugely profitable initiative process - which the Howard Jarvis Taxpayers Association Howard Jarvis Taxpayers Association helped sponsor Proposition 13, the property tax-cutting initiative in California in 1978 which slashed property taxes by fifty-seven percent and initiated a national tax revolt. Democracy - let it ride.
