EDITORIAL : FEUER'S FOLLY; COUNCILMAN PICKS WRONG ISSUE TO GET TOUGH ABOUT.

ARGUABLY the smartest man in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850. , Harvard-educated Mike Feuer should at least be able to read a simple law.

Feuer asked the Los Angeles Ethics Commission In the United States, an Ethics Commission is a commission established by State law to discourage dishonest practices by their public employees and elected officials. Almost all American states have such a commission.  to review whether to impose city finance disclosure laws on the San Fernando Valley San Fernando Valley

 secession study movement.

But the Fair Political Practices Commission has ruled that an incorporation proposal does not become a measure within the meaning of Government Code Section 82043 until it moves forward from the study phase toward becoming a certified ballot issue.

The law is clear and unambiguous to experts and ordinary people alike.

So what's the question, Mike?

Certainly the councilman, a stickler stick·ler

2. Something puzzling or difficult.

That seems foolhardy fool·har·dy

[Middle English folhardi, from Old French fol hardi :
 - to expect voters to go the polls on such a monumental issue without the necessary information to let residents determine whether cityhood is a wise move.

And we're certain the sure-footed Feuer hasn't rushed to judgment and determined on his own that cityhood is as bad for the Valley as it might be to him personally.

Or maybe Mike has some inside info that he should share with the rest of us regarding how the city cooks its books.

If Feuer devoutly believes in disclosure as critical to the political process, then we expect him to rise to the occasion and call on the city to fund its portion of the Local Agency Formation Commission study on how the city conducts its business.

That seems more relevant than doing a Big Brother schtick schtick

and trying to scare average citizens away from giving money to a cause that questions how the city works, or doesn't work, and who fear retribution from the narrow-minded forces that pull the strings at City Hall.

A few prominent Valley civic leaders, including David Fleming, Bert Boeckmann, Lodwrick Cook and the Daily News, have been bold enough to acknowledge their contributions to finding out the truth about city government by helping to fund the study petition drive.

We can only wonder, as Feuer seeks citywide office, whether he includes the Valley in his vision for all of Los Angeles, or just some people in the Valley?
