EDITORIAL : ENOUGH IS ENOUGH; RENO MUST STOP DRAGGING HER FEET ON NAMING AN INDEPENDENT COUNSEL TO PROBE CLINTON CAMPAIGN PRACTICES.


THERE seems to be no end to the evidence of shameless and sometimes blatantly illegal practices in President Clinton's 1996 re-election campaign.

Now we learn that the Democratic National Committee transferred at least $32 million to state parties in an elaborate plan to spend more money on pro-Clinton political advertising than allowed by federal law.

Not surprisingly, the largest chunk of this money - more than $4.7 million - was sent to California. It is the majority party in both chambers of the state Legislature, i.e. the State Assembly and the Senate.  spent slightly more than that on ads supporting Clinton's re-election.

``It was a charade to say those were ads of the state parties,'' acknowledged Dick Morris, a former presidential political adviser who orchestrated Clinton's media campaign.

Those were a couple of smoking guns, but once again Attorney General Janet Reno Janet Reno (born July 21, 1938) was the first and to date only female Attorney General of the United States (1993–2001). She was nominated by President Bill Clinton on February 11, 1993, and confirmed on March 11.  doesn't seem able to recognize the odor of cordite cordite: see powder. .

Reno said Thursday that the Justice Department is investigating the fund transfer, but decided last fall that there is no need to bring in an independent counsel.

But how credible is Reno's assurance that her office really is investigating the matter when, at the same time, the White House is suggesting that there is nothing to investigate?

President Clinton undercut his own attorney general when he said: ``I'm sure that (the DNC) had legal advice that they followed, and I believe that Republicans have said that they did some of the same things and also had prior legal clearance.''

White House press secretary Mike McCurry went even further. ``I don't understand what the deal is,'' he said.

Here's what the big deal is. ``We are talking about a wholesale blowing of the legal spending limits,'' said Trevor Potter, a former federal election commissioner.

That's not penny-ante stuff, like allowing some fat cats to catch 40 winks in the Lincoln Bedroom The Lincoln Bedroom is a bedroom on the second floor of the White House, part of a guest suite of rooms that includes the Lincoln Sitting Room. The only honorable course for Reno to take in light of this latest damaging evidence is to immediately begin the process of appointing an independent counsel who is not beholden be·hold·en
