EDITORIAL : COUNCIL SEES STARS; L.A. WANTS TO BE SUGAR DADDY FOR LOW-BUDGET FLICKS.


LIGHTS. Camera. Budget and Finance Committee, Scene I, Take 1.

Councilman Mike Hernandez, always so concerned about the needs of the poor, sent a big ``Forget-Me-Not'' bouquet to the movie executives, telling them that if they can't get funding for their low-budget movies to come to City Hall, the dreammaker machine.

But if City Hall becomes the next DreamWorks studio, will actors be allowed to smoke in city-financed films?

Will producers be forced to hire FOMs - Friends of Mike - before they get city approval?

Stay tuned.

One thing we can say with near certainty: If the council starts bankrolling made-for-TV movies to keep them from skipping off to Canada, we know it will be great news for the family values family values

Gap Financing is a term mostly associated with mortgage loans or property loans.

Hernandez will surely win an Oscar for playing the part of a council member.
