Imagine a world where people refuse to accept federal tax dollars out of principle and concern for the rest of the country.

Sounds foreign, doesn't it? Or too good to be true.

However, that's exactly what the town council of well-heeled Greenwich, Conn., population 57,000, did. The community was eligible for $500,000 to beautify its main shopping avenue - it already was lined with ritzy ritz·y

Some civic-minded leaders thought the federal handout could be seen as a frivolous use of tax dollars, especially considering the country's huge budget deficit.
