EDC selected Met Council and SFDS from a previous RFP (Request For Proposal) A document that invites a vendor to submit a bid for hardware, software and/or services. It may provide a general or very detailed specification of the system.

 to develop the site and is now seeking to identify a development partner to complete the development team. It is anticipated that the project will consist of 515 units of housing targeted to moderate-to-middle-income seniors.

"Staten Island has the fastest growing senior population of ages 65 and over in the five boroughs," said Joshua J. Sirefman, Interim President, EDC. "Housing options for these residents, especially in the moderate-to-middle income group, are limited. By expediting this RFP, we will facilitate this important project to help fill this need."

The project is expected to contain 365 independent living units, which may be owner-occupied or rentals, and 150 assisted living as·sist·ed living

A living arrangement in which people with special needs, especially older people with disabilities, reside in a facility that provides help with everyday tasks such as bathing, dressing, and taking medication.
 units. The project also involves the rehabilitation of an existing historic "Director's Residence," which may be used for staff housing, or other uses may be proposed. The successful respondent to the RFP will be responsible for developing both the independent living and assisted living units, and leasing/ sales, management and operation of the independent living units. Met Council and SFDS will be responsible for leasing, management and operation of the assisted living units, as well as providing all programming services, such as meals, activities, and medical assistance.

 the established site plan and building envelopes that have already received required public approvals. In addition, a significant amount of work has been done on the design of the new buildings and renovation of the Director's Residence for staff housing by the project architect, Herbert Mandel, P.C. Proposals may also assume that City capital funds will be available for the necessary infrastructure and site work.
