) for the development of Pier 4 at the Brooklyn Army Terminal The Brooklyn Army Terminal consists of large complex of piers, docks, warehouses, cranes, railroad sidings and cargo loading equipment. The terminal was responsible for shipment of army equipment and personnel overseas.  (BAT) on New York Harbor New York Harbor, a geographic term, refers collectively to the rivers, bays, and tidal estuaries near the mouth of the Hudson River in the vicinity of New York City. This is sometimes construed in the sense "the Ports of New York and New Jersey".  in Sunset Park, Brooklyn Sunset Park is a neighborhood in the southern section of the New York City borough of Brooklyn, USA. The neighborhood is located south of Park Slope and Windsor Terrace, separated by Green-Wood Cemetery and the Prospect Expressway/NY-27, while 65th Street and the Gowanus .

EDC is seeking a developer to enter into a long-term lease to develop and operate the 189,000 square-foot pier that is currently used for rush hour ferry service to Pier 11 in Lower Manhattan. EDC is requesting proposals that will accommodate the ferry operation and complement the existing public access space on the pier.

"With a breathtaking view of New York Harbor and Lower Manhattan, Pier 4 offers an exciting development opportunity for various commercial and/or recreational purposes," said EDC President Michael G. Carey. "We hope to identify a proposal that will not only promote economic activity in the neighborhood, but also benefit the community and general public by making the pier more useful and attractive."

Proposals may incorporate sports recreation facilities, restaurants or cafes, certain retail or service stores, docks or mooring facilities, and ferry terminal facilities. The pier is located within the Southwest Brooklyn Economic Development Zone and may be eligible to receive a number of economic development benefits, including State corporate and personal income credits, utility assistance and low-cost financing.

Adjacent to the Brooklyn Army Terminal, Pier 4 provides a potential developer access to an instant customer base among BAT's approximately 3,000 employees. Managed by EDC, BAT has attracted a diverse group of 72 companies from garment manufacturers, woodworking companies, furniture makers, auto parts distributors and data management companies to high-tech/computer companies.

Proposals are due by March 29th. There will be a site visit and informational meeting on February 22nd.
