ECCMA's New Universal Standard Simplifies Electronic Commerce; Defense Logistics Information Service Contributes Major File Content.

Business Editors/Hi-Tech Writers

BETHLEHEM, Pa.--(BUSINESS WIRE)--Oct. 22, 2001

The Electronic Commerce Code Management Association (ECCMA ECCMA Electronic Commerce Code Management Association ) announced today further progress in the development of the ECCMA Global Attribute Schema (EGAS EGAS Egyptian Natural Gas Holding Company (Nasr City, Cairo, Egypt )
EGAS Energy Search, Inc (stock symbol)
EGAS ECCMA Global Attribute Schema
).

This framework classifies attributes so that they can be easily used to better describe a specific product or service offered in the electronic commerce marketplace.

Within the context of the EGAS, "attribute" refers to a quality, feature or characteristic inherent in or ascribed to something such as a color, size, shape, appearance, or performance characteristics. With a major file contribution from the Defense Logistics Information Service The Defense Logistics Information Service, or DLIS, provides logistics and information technology services to the United States Department of Defense, Federal agencies, and international partners. , the initial structure and base content for the EGAS has been developed.

Another contributor to this project, ResolveNet, has their product development team working on a software package for building electronic catalogs using the EGAS and the IAEC IAEC Iowa Association of Electric Cooperatives

The service seeks to improve its performance through the development of efficient mail-handling systems and operates its own planning and engineering programs. .

activity, has administered the U.S. Federal Cataloging System (FCS), a standard for product identification, classification and description. The FCS has, in turn, formed the basis for the development of the NATO Codification System The NATO Codification System (or NCS) is a standard approach to identify, classify and number items of supply. This is applicable to items that are repetitively used and stocked (e.g., repair parts, equipment, food items, etc.).  (NCS), which is shared by the member countries of NATO NATO: see North Atlantic Treaty Organization.

and numerous other nations around the world.

The full NATO catalog provides classifications, standard names, and descriptive information for more than 15 million worldwide items, involving nearly 30 million individual manufactured parts.

With DLIS's collaboration, ECCMA will promote the EGAS as a universally recognized standard. They will do so by comparing and correlating the attribute schemas. The correlated standards will help simplify global electronic business and electronic commerce efforts.

They will assist in the automatic transfer and interface of product-related data among the supply management and purchasing sectors of the U.S. government, the governments of allied and NCS-member nations, and the private sector.

"The most important features of the EGAS schema," said Yvette Thomas, ECCMA Executive Director, "are that specific attribute titles or definitions occur only once, and each title and definition can be easily differentiated from all others."

"Using a standard table of attributes and their definitions makes it very easy to create product specifications and catalogs that can be read by any application. The XML examples provided by ECCMA show how easy it really is to create standardized catalogs," said Peter Benson, the Chairman and Technical Director of ECCMA and CEO (1) (Chief Executive Officer) The highest individual in command of an organization. Typically the president of the company, the CEO reports to the Chairman of the Board.  of ResolveNet.

Thomas added that, in situations where there are many uses or many sources for the same attribute, "dominant use" of the attribute within the global marketplace will determine its acceptance. Although "dominant use" can vary by country or region, ECCMA will strive to conform to the international use of an attribute, rather than regional or industry-specific applications.

"Public Law 436 directed the establishment of a Federal cataloging system based on standard schemas in order to promote interoperability. The Public Law furthermore directed that the Government maintain close association with industry groups, and DLIS has prided itself on its adherence to the letter and spirit of the law The letter of the law versus the spirit of the law is an idiomatic antithesis. When one obeys the letter of the law but not the spirit, he is obeying the literal interpretation of the words (the "letter") of the law, but not the intent of those who wrote the law. ," said Marine Col. Philip N. Yff, DLIS commander. "The resulting Federal Cataloging System owes much of its sophistication so·phis·ti·cate

to the contributions from the commercial sector. We are thus gratified that we can now reciprocate by participating in the establishment of codes and standards to promote electronic commerce initiatives. The features of the Federal Cataloging System that provide interoperability to our Armed Forces and other Federal departments and agencies are ideally suited to provide a common frame of reference to a networked world."

The EGAS will be linked to the Universal Standard Products and Services Classification (UNSPSC UNSPSC Universal Standard Products and Services Classification
UNSPSC United Nations Standard Products and Services Code
). The UNSPSC is a schema that classifies and identifies commodities. It is used in sell side and buy side catalogs and as a standardized account code in analyzing expenditure (Spend Analysis).
