"H.R. 3005 will restore and improve upon the traditional Executive-Congressional trade partnership by enhancing the U.S. negotiating position and expanding Congressional involvement in trade negotiations. It also seeks to establish a middle ground on the thorny issues of labor and environment negotiating objectives," McGraw added.

In legislative assemblies there is usually appointed a committee whose duties are to inquire into, and propose to the house, the ways and means to be adopted to raise funds for the use of the government. This body is called the committee of ways and means.  Chairman Bill Thomas, Rules Committee Chairman David Dreier, Ways and Means Trade Subcommittee Chairman Phil Crane and Representatives Cal Dooley, William Jefferson, and John Tanner, who, in working across party lines, achieved this important result for American companies, workers and their families. We also commend the critically important efforts of the Administration, the House Leadership and other key Members of the House without which passage of this important legislation would not have been possible."

Cohen emphasized that "Our attention must now turn to the Senate, where Finance Committee Chairman Max Baucus has committed to markup Trade Promotion Authority next week. ECAT and its member companies will immediately redouble our efforts in the Senate to support passage of Trade Promotion Authority by the Finance Committee next week and the full Senate as soon as possible."
