EC resolves single market issues at Edinburgh summit.

Agreement that established the European Union (EU) as successor to the European Community. It bestowed EU citizenship on every national of its member states, provided for the introduction of a central
 this spring. Last year, Danish voters narrowly rejected the treaty. The new agreement exempts Denmark from requirements to adopt a single European currency, participate in EC defense and take part in preliminary negotiations for establishing European citizenship and EC justice and interior affairs departments. In return, Denmark will not prevent the EC from moving toward Maastricht objectives.

Agreement also was reached on future increases in EC regional development funds, thus resolving a split between richer and poorer EC member states. Regional funds for poorer countries (Ireland, Greece, Portugal and Spain) will almost double by 1999, and less money will go to transportation, the environment and research.

With the Edinburgh summit decisions, the EC Council decided to begin negotiations on the applications of Austria, Sweden and Finland to join the EC.
