 EBASCO/GE SIGN JOINT CONTRACT FOR $500 MILLION FOR 1,000 MW
 COGENERATION PLANT IN OSWEGO
 NEW YORK, May 11 /PRNewswire/ -- A consortium of Ebasco Constructors Inc. and General Electric Power Systems (GE) signed a contract for $500 million with Sithe Energies Inc. to provide turnkey construction services for the 1,000 megawatt (MW) Independence Cogeneration Facility in Oswego, N.Y., approximately 35 miles northwest of Syracuse, N.Y. This brings the company's 1992 new business awards thus far to $1 billion.
 The natural gas-fired facility will provide uninterrupted hot water to the host, Alcan Roll Products Company. Some 800 MW of the electricity generated will be wheeled 250 miles to Consolidated Edison Company of New York Inc. The facility, which will be one of the largest cogeneration plants in the United States, is expected to be completed in January 1995.
 The Ebasco/GE consortium will provide all design, engineering, equipment and construction services for the plant. Ebasco will lead the consortium and is responsible for overall project management including detailed engineering design, balance of plant equipment and overall plant construction. GE will provide the power island, which includes two STAG 207FA combined-cycle systems, and also is responsible for the combined-cycle conceptual design, performance and emissions guarantees.
 Each 500 MW STAG power block will feature two MS7001FA advanced technology gas turbine-generators, each rated at 159 MW, equipped with Dry Low nitrogen oxide emissions combustion systems; two heat recovery steam generators (boilers); and a 200 MW reheat steam turbine-generator. GE also will be responsible for providing the heat recovery steam generators equipped with selective catalytic reduction systems. In addition, GE will provide the overall plant distributed control system and its SPEEDTRONIC Mark V system for control of the gas and steam turbines.
 All of Ebasco's and GE's engineering for the project will be performed in New York state, either at the World Trade Center or in Schenectady, N.Y. In addition, the two steam turbines and the six generators for the project will be manufactured at GE's Schenectady plant. The four 7FA gas turbines will be manufactured at GE's Greenville, S.C. plant.
 During the peak of the 30-month construction schedule, more than 1,000 construction jobs will be created in addition to the 75 permanent jobs Sithe expects to fill.
 "This Independence project is Ebasco's eighth project for Sithe Energies, six of which have been cogeneration facilities," said Robert Marshall, president of Ebasco Constructors. "We take pride in our work for Sithe on such successful projects as the three Naval cogeneration facilities in San Diego and the Oxnard Cogeneration Facility. GE gas turbines were used for all of those projects. In addition, Ebasco has teamed with GE on many cogeneration projects, including the 600 MW Linden project. We look forward to another successful venture together."
 William Kriegel, chief executive officer of Sithe Energies said that he was "delighted to have the exceptionally strong team of Ebasco and General Electric as the turnkey contractors for Independence Station." Kriegel went on to note that "the competition for this contract had been particularly rigorous" and that as a result there is "no doubt in my mind that the project will be successfully completed and operating by January of 1995."
