EASTSIDE MULLS TAXING DISTRICT.

 Union School District trustees are considering for the first time forming a special tax district on new housing tracts to help finance the building of more schools.

Mello-Roos districts allow developers to pass through to homeowners school-building fees rather than pay them before houses are built.

 Rajakumar said. ``The district will use the money for the construction of new school sites.''

The board will discuss whether to form the district and hire a consultant at a meeting at 6 p.m. Monday at the district office, 45006 30th St. E.

By being in a Mello-Roos district, home builders can avoid paying a development fee of $2.05 a square foot for each home - about $4,100 in east Lancaster for an average-size new house of 2,000 square feet.

Potential Mello-Roos fees have not been established.

The special tax districts are allowed to be formed under the Mello-Roos Act of 1982, named after the two state legislators who penned the law.

Davis Demographics & Planning will study student population trends and projections, develop proposed attendance boundaries and suggest potential school sites.

``Because there is growth in the district, they are knowledgeable, qualified people to identify the growth in the district,'' Rajakumar said. ``We don't have the manpower or the knowledge to do those kinds of things.''

The district has nearly 2,900 students, up by more than 100 students compared to the prior year.
