Hoiby, who already sits on the PAC in the North Hollywood Redevelopment Area, said he has a better chance of winning because there are more seats on the Northeast Valley PAC earmarked for representatives of manufacturing/industrial business owners than for simple business owners. The 6,808-acre project covers Pacoima, Sun Valley, Lake View Terrace and Arleta. Its PAC was first elected in December 1997. But many critical issues have not been settled, including the proposed area's final size.
