Padilla's office staff has been making calls and visits in the community urging people to turn out. ``He supports candidates who support redevelopment,'' Gershwin said. ``This is a critical election, which will determine the fate of the whole redevelopment project in the northeast Valley.'' The PAC is divided to represent residential owner occupants, residential tenants, business owners, manufacturing business owners and community organizations. People in those categories are eligible to vote for their representatives. For instance, Hoiby owns property in the proposed redevelopment area, but he is running for the PAC as the designated representative for a manufacturer. Hoiby, who already sits on the PAC in the North Hollywood Redevelopment Area, said he has a better chance of winning because there are more seats on the Northeast Valley PAC earmarked for representatives of manufacturing/industrial business owners than for simple business owners. The 6,808-acre project covers Pacoima, Sun Valley, Lake View Terrace and Arleta. Its PAC was first elected in December 1997. But many critical issues have not been settled, including the proposed area's final size.
