E-mail archiving: a key piece to a compliance strategy.


The convenience and immediacy of e-mail makes it an instant necessity for organizations of every size, but the storage of very large volumes of e-mail represents both an asset and a liability. There are powerful reasons for accessing stored e-mail messages, including compliance with laws and regulations that require the retention and supervision of e-mail, such as SEC Rule 17a-4 and NASD NASD

Swiftly growing e-mail stores and increasingly stringent e-mail retention and supervision regulations are requiring IT professionals to develop effective compliance strategies. Simply backing up data is not enough. They are expected to put in place a retrieval mechanism that assures their companies will be in compliance when presented with a variety of demands. And, as always with IT projects, they will be expected to find a way to do this with the least possible expense impact to the business.

The question of archiving e-mail extends beyond compliance, however. An effective archiving strategy can not only reduce business risks but also reduce IT costs and generate everyday operational efficiencies.

A Software-based Archiving Framework

It's important to emphasize the difference between backup and archival storage. Backup saves your current data against the event of disaster; archives protect data so it can be accessed when needed. For that reason, archives should be organized for search and retrieval, not simply for safekeeping Safekeeping

The basis for an effective content archiving strategy is a software archiving platform that enables administrators to set policies specific to their organization's specific needs. It should keep data instantly accessible. If, for example, the decision is to migrate e-mail messages to lower-cost storage when they reach a specific age, then the users who access them should not need to change the way they work. When they pull up an archived message, they should have access to all the usual commands, such as "Reply" and "Forward."

Ideally, the archiving platform you choose should be able to manage e-mail and unstructured content generated by your e-mail system, such as Microsoft Exchange Messaging and groupware software for Windows from Microsoft. Exchange Server is an Internet-compliant e-mail system that runs under Windows NT/2000 and Windows Server 2003. It can be accessed by Web browsers, the Exchange client, versions of Outlook and the earlier Windows Inbox. , as well as instant messaging Exchanging text messages in real time between two or more people logged into a particular instant messaging (IM) service. Instant messaging is more interactive than e-mail because messages are sent immediately, whereas e-mail messages can be queued up in a mail server for seconds or , file-server environments and collaborative services such as Microsoft SharePoint Portal Server (1) A network server that deploys portal services to a public Web site or internal intranet. . It should be highly customizable to your company's needs for data lifecycle management and scalable enough to accommodate foreseeable growth. Also, look for an archiving platform that reduces storage space and costs by compressing files before sending them to longer-term storage media.

Setting Up Policies

Migration of e-mail messages to the archive is automated by the software archiving platform, and is controlled by the policies set by administrators. Setting aside for now industry regulations, such as SEC Rule 17a-4, that require e-mail retention, the basic criterion for archiving a message is its current value. Your policy can instruct the system to identify certain types of e-mail (for example, messages that include phrases such as "after work" and are clearly not business-related) and delete them so they aren't transferred to the archive at all.

This time-to-archive policy becomes more valuable when you apply it more granularly by message type. For example, armed with knowledge of the demand for e-mail storage and the capacity you're working with, you may decide that large messages, and messages with large attachments, should be archived sooner. On the other hand, some organizations that receive a blizzard of e-mail in connection with time-sensitive projects may decide to archive all messages as they receive them, so they can be more readily accessed and passed on for review through the archiving platform.

How Long Should You Keep Data to Ensure Compliance?

Another set of policies you need to formulate involves the compliance issues your company may face. Some data retention regulations, such as SEC Rule 17a-4 have existed since the 1930s and have recently been amended to include e-mail; others, such as the Patriot Act are relatively new. While the 2002 Sarbanes-Oxley Act does not specifically require e-mail archiving Retaining e-mail messages for historical purposes or to be in compliance with many industry regulations. The file structure of e-mail is different than other data formats, and message archiving software is specialized for e-mail retention and searching. , an organization would be wise to implement an e-mail retention and supervision policy in order to guard against non-compliance with Section 404--Management Assessment of Internal Controls. Companies need to protect themselves by archiving and protecting data, including e-mail, for a period long enough to cover potential demands for information under this legislation.

Even industries and individual companies that are self-regulated must formulate data retention policies, because no organization is immune to litigation. How Technology Vendors Can Help

You should be able to turn to the vendor who supplies your archiving solution for guidance as well. Partner with a vendor offering tools to streamline the e-discovery process, allowing appropriate legal personnel to easily search for and review all records demanded by a lawsuit or subpoena, and present those records to investigators or a judge in a timely manner.

As for the base e-mail archiving tool, the vendor should be able to provide a solution that gathers and analyzes information about the age, size, and number of messages within the message store, and presents the analysis in a graphical display. This service enables you to see at a glance the reduction in message store size you will achieve by setting policies at various levels. The vendor should also be able to supply information such as estimated daily archiving rates and projected future storage requirements.

Your vendor should also be able to stage workshops in which the business drivers for archiving, and the nature of your business environment, can be discussed to help you arrive at appropriate policy-setting decisions. The vendor should then be in a position to deliver a solution design document with recommended policies.

The Bottom Line: A Benefits Stream

An effective e-mail archiving solution, tailored to your needs by well-though-out policies, can deliver a host of benefits. These include enabling all internal and external e-mails and their attachments to be immediately archived in such a way that allows designated users to quickly target specific information and instantly search and review messages for content. This tool gives the e-mail system high-level organization and structure so content can be quickly tracked, reviewed, and marked for its ultimate user--for example, an account executive, an engineer, or an attorney.

A comprehensive e-mail archiving platform should also help the enterprise ensure compliance with regulations, reduce the size of e-mail databases (and therefore a shorter backup window and reduced downtime), improve performance and efficiency of the e-mail system, and reduce storage costs, leading to happier users, and happier administrators.
