The response stated that the letter was meant to influence Versatel's bidding behavior and that this was a violation of Article 7.1 and Article 7.2 of the auction regulations. Versatel further indicated that they were contemplating forwarding the letter to the Dutch Ministry of Transport, Public Works and Water Management in order for them to take the appropriate actions.
