The district court dismissed the action and the offenders appealed. The appeals court affirmed, finding that the registration and notification scheme did not violate the offenders' substantive due process rights or the Equal Protection Clause. The court found that the Sex Offender Act did not unreasonably burden the offenders' right to travel.
