He possesses generally the common law authority of a constable (q.v. of our building keeps collecting all the copies of the papers,advertisements and promotions that are being distributed to our building. Every day around 3am and 4am he sells them to some people by weight, thus the more he collects, the more he gets. I am not against that, but since they are being delivered to the residents of the building, he should at least take permission from us, notjust take it from the front desk in the lobby. I actually confronted him once and told him that it'sOK, but he should keep at least a couple copies of that certain paper.
