) Phase III Noun 1. phase III - a large clinical trial of a treatment or drug that in phase I and phase II has been shown to be efficacious with tolerable side effects; after successful conclusion of these clinical trials it will receive formal approval from the FDA  research and development, systems engineering, and analysis support to support the Navy's initiative to accelerate the pace of torpedo performance improvements. This contract contains options, which if exercised, would bring the total cumulative value of the contract to $47,514,124. Work will be performed in Fairfax, Va. (64 percent); State College, Pa. (32 percent); and Austin, Texas (four percent), and is to be completed in November 2003. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command The Naval Sea Systems Command (NAVSEA) is the largest of the U.S. Navy's five "systems commands," or materiel organizations. NAVSEA consists of four shipyards, eight "warfare centers" (two undersea and six surface), four major shipbuilding locations and the NAVSEA headquarters, , Washington, D.C., is the contracting activity (N00024-03-C-6100).
