Diaper tax bill thrown out.


A California state legislator discarded a proposed diaper-tax bill after critics claimed it solely benefited a single diaper recycling firm that contributed to the lawmaker's campaign. Don Perata dropped the idea for a quarter-cent levy on every disposable diaper sold in California. The tax would have provided grants to California cities and counties to create diaper-recycling programs. These programs would use recycling technology offered exclusively by Knowaste, a Canadian recycling specialist. State campaign finance records show that Knowaste made campaign donations to Mr. Perata and other lawmakers and has spent 830,000 lobbying for the bill.
