The list--called the Annual Baker's Dozen List--is based on customer survey feedback data in which "quality of service is always the most heavily weighted category" in employee incentive programs according to according to

Cobb represented the electorate of Parkes in the Australian House of Representatives from 1984 to 1998.

According to the magazine, the development of the Baker's Dozen list is the "result of a multistep process" that includes an initial identification by the editorial staff of "true comprehensive recognition and rewards service providers" who are then asked to identify contacts at customers to take part in the survey. In addition, the magazine's staff identifies other buyers to participate in the survey.
