The sprawling, multi-centered megacity is such that its downtown core is often considered just another district like Hollywood or  was expected to be given the green light by the Community Redevelopment Agency late last week.

If the CRA's Board of Commissioners adopts the report, negotiations between the agency and project developers Raffi Cohen Industries and Melvin Simon Associates will begin, setting the stage for possible groundbreaking in 1991. Final approval for the project from the CRA and the City Council is expected by next spring.

 Tower -- is slated to rise at the southeast corner of Ninth and Figueroa streets Figueroa Street is a street in Los Angeles County, California. It runs in a north/south direction for a length of more than 30 miles (48 km) between the Los Angeles communities of Eagle Rock and Wilmington. . The building would be the largest structure erected to date in the Central Busiess District's South Park region, an 80-acre area in the southern part of downtown Los Angeles that the CRA hopes will someday be an "urban-residential center."

Plans for the mixed-use project consist of 1.11-million square feet of office space, 29,500 square feet of ground-floor retail space and 1,157 subterranean parking spaces, according to according to

"We think this will be a cornerstone project for South park development," said Brooke Goranson, a Raffi Cohen vice president."

After concerns were raised about the project's impact on the surrounding community, the number of affordable housing units was increased and amount of retail space lowered. According to the environmental impact report, the project would:

* Create 8,300 automobile trips a day.

* Consume 46,500 barrels of oil a year.

* Produce 237,300 gallons of sewage a day.

* Generate roughly 3,750 jobs during construction.

Because of zoning restrictions, the developers will need to transfer 600,000 square feet of density to another project. The CRA is not contributing any money to the project. Chicago-based Murphy/Jahn is the architect.

The 2.5 acre acre site is presently occupied by Kent Motel Inn and several surface parking lots.

Other major projects in South Park include:

* Metropolis, a five-phase, $750 million complex that will host three, 30-story office towers, a major hotel and retail space. The project received the go-ahead from the City Council in August.

* R&T Development Corp. is building a $100-million, 28-story office tower on the corner of Eighth and Figueroa streets.

* Another project slated for South Park is the 865 S. Figueroa Building, a 36-story office tower slated to begin construction next year, pending CRA and City Council approval.

The CRA hopes South Park will eventually include 12,000 housing units and 10-million square feet of office and retail space.
