Developers chosen for four moth-balled psychiatric centers.


Governor George E. Pataki has announced that Empire State Development Corp. (ESD (1) (Electronic Software Distribution) Distributing new software and upgrades via the network rather than individual installations on each machine. See ESL. ) has designated preferred bidders for four mental health properties, bringing in $55 million as part of the Governor's continuing effort to privatize State property to benefit taxpayers.

The four sites include Pilgrim State Psychiatric Center in Islip; Long Island Developmental Center (LIDC LIDC Learning and Instructional Development Centre (Canada)

) in Huntington; Central Islip Psychiatric Center; and the Bernard Fineson Developmental Center Corona Unit in Queens.

The four properties, totaling 1,100 acres, will bring $55 million, which more than covers the approximately $40 million indebtedness of the properties. They were originally offered for sale with eight other properties in July 1998. Bids are still being evaluated for Hudson River Psychiatric Center The Hudson River State Hospital, later known as the Hudson River Psychiatric Center, was named a National Historic Landmark for its extraordinary architecture. It is located on US 9 just north of Poughkeepsie, where it dominates the view to the east of the road.  in Poughkeepsie and Wilton Developmental Center in Saratoga County. The remaining six properties are expected to be re-packaged and re-bid with additional properties next year.

 developer, made the top bid at $4.61 million.

Charles A. Gargano, chairman of ESD, which heads up Governor Pataki's privatization program, said," This is further proof of Governor Pataki's dedication to reducing government and giving the private sector the opportunity to create sensible development and new jobs. This is a momentous enterprise - these properties will go back to the private sector, return to local zoning control and generate local real estate taxes."

All the properties, formerly used as long-term care facilities, have been closed for some time. In the cases of Pilgrim State and Long Island Developmental Center, the Department of Mental Hygiene will continue to operate on retained portions of the properties.

The sales will put these properties back in the hands of local governments and communities, who will have the power to decide what mix of open space and development, and the type and density of development, they would like on the properties. These transfers are subject to all appropriate state laws, rules and regulations, including those relating to environmental conservation and historic preservation.
