The tunnel would supplement the existing 100-year-old Amtrak-owned Hudson River tunnel by doubling commuter rail capacity between New Jersey and New York. When completed, it will help meet demand for rail service to New York's Penn Station by expanding peak-period train capacity.

As the prime consultant on the project, THE Partnership is responsible for preliminary engineering. Construction on the project is scheduled to begin in 2009 with completion slated for 2016.
