Rear Adm. David Architzel is being assigned as commander, Program Executive Officer for Aircraft Carriers, Washington, D.C. Architzel is currently commander, Operational Test and Evaluation (testing) operational test and evaluation - (OT&E) Formal testing conducted prior to deployment to evaluate the operational effectiveness and suitability of the system with respect to its mission. Force, Norfolk, Va.
Rear Adm. (lower half) William J. McCarthy William J. McCarthy (July 2, 1919 - November 19, 1998) was an American labor leader and official in the Teamsters. He was appointed president of the Teamsters on July 18, 1988, defeating interim president Weldon Mathis. is being assigned as commander, Operational Test and Evaluation Force, Norfolk, Va. McCarthy is currently commander, Carrier Strike Group Eight, Norfolk, Va.
