Department of defense news release (May 20, 2004): DoD awards grants to minority institutions.The Department of Defense announced today plans to award 25 grants totaling $6.5 million to 21 minority institutions. These grants represent the final phase of the fiscal 2004 DoD Historically Black Colleges and Universities Historically black colleges and universities (HBCUs) are institutions of higher education in the United States that were established before 1964 with the intention of serving the African American community.
