Rumsfeld presented the department's highest civilian service Civilian service is service to a government made as a civilian, particularly such service as an option for anti-militarists and pacifists who object to military service. The 49th annual presentation of the Department of Defense Distinguished Civilian Service Awards were made to the following: * Frank J. Anderson Frank J. Anderson (born 1938?), is currently Sheriff of Marion County, Indiana, and is the first African-American to serve in that post. Frank Anderson grew up in Indianapolis, Indiana. , president, Defense Acquisition University * Andrew Hoehn, deputy assistant secretary of defense for strategy * Evelyn R. Klemstine, program director, international programs division, Office of the Inspector General Office of the Inspector General (or OIG) is a common sub-agency within cabinet-level agencies of the United States federal government and serves as auditing and investigative arm of the agency's programs focused on identifying waste, fraud and abuse. * Margaret Myers, principal director, Office of the Deputy Chief of Information, Office of the Assistant Secretary of Defense for Networks and Information Integration * Michael A. Parker, director, Army Chemical Materials Agency * Charles M.
