Rear Adm. William E. Landay III is being assigned as chief of naval research/director, test and evaluation and technology requirements, N091, Office of the Chief of Naval Operations, Washington, D.C. Landay is currently serving as program executive officer for littoral littoral /lit·to·ral/ (lit´ah-r'l) pertaining to the shore of a large body of water.
